The authorities disrupted a terror attack in the small city of Montevideo when they arrested a man at a mobile home that contained Molotov cocktails, suspected pipe bombs and firearms, the F.B.I. said Monday. Buford Rogers, 24, was arrested Friday on one count of being a felon in possession of a firearm.
